My BOV does not make a loud whoosh sound. Do I need to tighten or loosen the adjusting bolt. I have the 1st gen Blitz BOV.

How much boost are you runnin? Try loosening the bolt first. Rev your engine in Neutral directly from the throttle body and listen, even at 0 psi under WOT you should hear the BOV vent when you let go of the cable. Also, where do you have the vacuum line attached to?
Fixed it i ran the vacumn to the one of the purge solenoids on the firewall. My buddy told me to run it before the solenoid not after it. So i switched it around and whoosh it works great now.
