While I’m driving, and in one of my gears i hit around 4500rpm, when i go back to idle, a noise comes from the intake that sounds like an owl. It’ll keep sounding until I hit the gas again, then it’ll go off.

Well, take the owl out of your intake then!!! hehehe, I couldnt resist.
I donk know about that one, what intake do you have??
