New pads, no leaks, bled and adjusted, brakes still soft. Why?

Like it says, I put new pads all the way around, hoses are fine, not leaking, I bled and adjusted them but my brakes are still soft. Does that mean the master cylinder is going out?

re-bleed the brakes first. Bleed them diagonally, FL & RR, FR & RL.
