1991 integra ls b18a1 obd0 was running fine then went out to start it, it ran for a few mins fine then starting bogging when i would try to give it gas it wouldnt do anything then when i would peddle the gas it would idle up higher slowly. 5-10 mins later it as ideling at 500 rpm then it just cut off. At first id try to start it again andit would run for a second then it wont even run now. Its was on a cold day like 40 degrees.
Does it crank over? In other words, is there enough battery power to run the starter?
Yes battery is new, has enough power

How did you test for ignition? If you simply grounded a plug, that is not an accurate test. Under cylinder pressure, it’s a whole other story.
How did your spark look? Was it a bright white? Was it consistent? Or did it seem scattered? An HEI tester is the accurate method for testing. The tool is less than 20$ and is invaluable.
You say you have fuel, but what’s the pressure? A damaged fpr diaphragm will induce max pressure. Same with a leaking vac line which leads to it. If you pull that vac line off and see fuel in it, the fpr is leaking and needs to be replaced.
But let’s not put the cart before the horse. When you pulled the plugs to run the comp test, how did they look? Black? Or saturated with fuel?
I know you said you have compression, but maybe have a look at your valve timing. See if it skipped maybe.
