Being from New York State, I can say that there is no emissions or smog testing outside of NYC. If the car is OBD1 or older, there is only a visual inspection of emissions components, primarily just a cat. However, if the car is obdII ('96 of newer), they plug into your diagnostics port and you fail if you have any CEL codes stored. I passed inspection with my turbo setup, vented BOV, no muffler, no cat, side exit exhaust, and most emmissions equipment removed.

no, that’s not what i’m saying. perhaps you should take a literacy class or two then go back and re-read my posts. the fact that i’m re-iterating and solidifying what others have said, in terms of an engine must be same year or newer in order to be legal, would lead anyone with an inkling of common sense to realize that i’m making the same statement.
