The ends of the lip, the part that tucks around the bottom of the wheel well, must be cut. Then you pull in place around the bumper and drill new holes for it to be screwed in place like that.

It seems like it would work. I am about to buy an OEM lip for the 91 and I’m going to try to fit it on my 92 bumper. I have a painted in the same color as my car 91 bumper as a back up. If I can’t make it work without hacking sh_t to pieces I’m going to swap bumpers. I’ll post my findings in the next couple of weeks.
