another timing belt q: do i need to change my tensioner spring?

even tho the belt looks like its on fine i cant figure out why my timing is still way off. i suspect maybe the spring is gone and isnt applying enough tension.

how tight does your tensioner make the timing belt? i found that even if i leave the tensioner bolt loose, i can still pull the tensioner rotor up- making the belt tighter. overall the belt doesnt seem to be on too tight, or awfully loose, jsut enough so that it doesnt flap around. i can twist the belt maybe a corner turn, i think thats how its supposed to be.

if you cant really describe the tension, maybe you can describe the deflection distance between
a) crank pulley and exhaust cam
b) exaust and intake cams
c) intake cam and water pump
