With my bandaid fix, my draw went down to a 0.03a. I heard that is an acceptable draw. With my research I read between 0.03 up to 0.07 is okay.
I can start my car after it sat for a week and a half. You said you have a 0.04a. Do the test by letting your car sit for at least 3 days, then start the car. If it starts then you fixed your problem. Maybe of the new alarm installed or whatever else you did.
If you car is chocking or the “ZE ZE ZE ZE ZE ZE” then you probably have another issue. Fuel pump maybe? I don’t know.
