Ok i really am at my wits end with this and can not find the problem. I’m just about ready to rip all the wiring out to check for any shorts in the wiring. So my car does not have intermitten wipers, dash clock, hazard light, rear defroster, the radio is wired into the fuse box. The fuses pop everytime i put a fuse into the radio and dome light/cig lighter. So i’m wondering if there is a short in the wiring or if the ICU is to blame. Help would be greatly appreciated.
Multimeter is your friend
OK so im not sure you are familiar with an electrical multimeter, but either way its time to use one, I dont have an easy answer, sorry.
You will have to use the meter to check for ohms on the wiring and the device, you are looking for very low number of resistance. Some studying on the net will tell you all you need to know to fix your problem

It sounds like you have a short in either wiring or a device on fuse 11
I would start with the easiest things to test first, along with your list of things that aren’t working, these are things on fuse 11 aswell
Right front side marker light
Fog lights switch light
Guage Lights
Automatic Tranny position light
Radio Panel Light
Cruise control main switch light
AC switch light
Heater control panel light
Glove box light
Parking lights
Tailights
Rear marker lights
Liscence plate lights
Dash Light brightness controller
I would be willing to bet its a short in the wiring, not a device, I would start with the wiring harnesses outside of the cabin of the car as they would be more subject to damage.
