cant drive at night, really dim headlights. please help

Hi.My 1993 integra been acting really bad lately.Heres whats been happening. At night when I need headlights , all the lights dimmer(barley visible not driveable) yet the car Will turn rite up. My temp guage will.shoot to hot even when cold, all the gauge lights dimmer and blink(only at night when I need lights).Yet it works great during day time.I put a new battery and im.still having the same.problem.
Even with the engine off and a new battery the lights will be super dim at night.

I have changed two differnt batterys.
Pulled the positive terminal with engine running alternator (keeps engine on)

sounds like a poor ground(s)

does anybody know the ground location utilized by the headlights ?

i believe the rad support. behind the bumper

is that the same one used for turn signals ?( I ask cause at one point my turn signals would blow its fuse)then I cleaned it sanded it down working ever since.
