Damper Removal - is 18" enough?

I got an 18" breaker bar and I still can’t get the damper pinch bolt out. Doesn’t look like there’s room for a torch back there. Any ideas?

Have you doused it with wd-40 or somethin yet? do that for a while, if that doesn’t work a torch may fit back there, or just take it to a shop and have them loosen it.
