You need to thoroughly clean the area to actually see what’s going on. The cracking you are seeing is NOT metal, it’s paint and/or seam sealer. But, judging by the rust on your top hat mounting nuts and elsewhere, you could be dealing with some more severe rust/rot underneath.
The metal panels on the inside of the fender well near the strut tower were starting to separate a bit on my car but once I cleared away all the undercoating and seam sealer it was evident there was no structural issues. I stitch welded them anyway and sprayed a little truck bed liner over the top to keep the bare metal from being exposed.
