Ok, first off my car was idling at 1000 rpm and jumping to 3000 rpm every couple of seconds. I fixed that when I put a new intake mani gasket on but now it just stays at 4500 rpm all the time and does not drop. Has anyone else had this happen or know what could be wrong?

4500 constant eh? sounds like you have a massive vacuum leak somewhere.
If its at 4500 rpm how are you lowering it enough to shut off the car or do u just turn it off? Well anything higher then 1500 rpm and u shut off is not good but how else would u turn it off right?
Well you can try spraying injector cleaner around the tb and intake manifold area sparely and see if the rpm rev then that means u have a leak there somewhere.
