Intake cam locks up while rotating engine manually

So I install a new timing belt , change the water pump and tension pulley in the process.
After doing a valve job
I set the timing mark crank at tdc cams lined up facing each other.
My main issue is when I manually rotate the engine to do a full turn not even half a turn I notice there’s a lockup and the belt slips throwing off the timing mental note I have not tightened the tension pulley yet.
So pull off the timing belt set the crank back th tdc, set the exhaust cam back then I discover the intake cam is stuck. I loosen the bolts to the cam caps then I am able to turn it back and set it back to tdc. I retorque the cam cap bolts, reinstall timing and try again, same result when I rotate engine cam locks up belt slips timing gets thrown off…does anyone have.any idea what is wrong here…please let me know if you have.any advice or feedback.

better run a compression test after it’s all buttoned up

Still locks up after valve lash adjustment …but it doesn’t lock up when its loosened…
