It looks to me like it was sprayed with something that will prevent battery acid buildup on the terminal. I use anti-seize compound on mine, but I suppose there are many things that would work.
I would clean up the postive cable and but marine grease on it and it will look like new …
To clean the postive cable just unbolt the two bolts on top there 10m and take the cable off and use wd40 oil to clen it and then but it back on the same way to took it off and then but the marine grease on it and your done and it will look better… but it looks good it’s just dirty and need some tlc…
first off , replace that terminal, and get a oem one , there apears to be corrosion in the wire itself , that white stuff is very bad , it will eat away copper and cause wattage loss, and amperage loss , will drain your battery and kill your power out put
