You definatly need the vtec distributor and I’m not sure on what ecu a pr3 is for but it needs to be a b16 ecu but for it to run like it supposed to you really need a ecu you can tune so I would get a chipped p28 and have someone tune it if I was you. Also adjustable cam gears would also male it that much better because hybrid timing is always a little bit off.

You can run the non-vtec distributor if you modify it.
PR3 is the correct ECU. If you want to run a chipped p28 you’d need to convert to OBD1 (not a bad idea).
Are you throwing any codes? You should be if you don’t have an O2 sensor. Fix any codes you have, then see if vtec works and go from there.
