Obd1 PR4 L11 help! SOLID check engine light no fuel prime

I am in the process of trying to piece together my turbo kit for my 91 integra GS, one of my pieces being the obd1 PR4-L11 ecu that I am gonna use hondata on. I am running into an issue where my ecu does not prime the fuel pump, the check engine light remains solid even with the service connector jumped! When the car is on its obd0 pr4 ecu everything primes fine, I have also used a buddies obd1 ecu with my jumper harness and fuel prime was there! This leading me to my ecu having something wrong. I am trying my absolute hardest to make this little PR4 work as it was gifted to me. I have already swapped capacitors c14 and c21 as well as IC17 to no avail. (Hondata provided all new capacitors to my surprise!). If anyone knows anything about these ecu’s I would really appreciate the help! Much thanks :smiling_face_with_sunglasses:

Solid cel is a bad ecu, replace it! Never heard of anyone repairing them when they have a solid cel but i guess it could be possible.

Very late update but I ended up picking up a chipped P06 from a buddy for $100! It was very nice professionally done im guessing.. but it was not compatible with my s300, this would now be my first time de soldering the chip and soldering in the connector for the s300. It went smooth! Though if you were to look at them you can tell I was very noob. I was very nervous as many people told me to just have someone else do it but as with the rest of the build, I decided I wanted to learn these skills and I was gonna push myself to do so. Anyhow the car started ran fine and fast foward a few weeks later now i wanted to add boost by gear and its not all that costly $30 for a “MAC” 3 port valve and like $20 shipped for the components that go into the ecu i am only pushing 6 psi now but i plan to crank it up a bit more after i put in headstuds!
