Rust on rear frame rail

Just noticed after that car has been sitting for over a year that I have rust on my drivers side rear frame rail or whatever its called the sway bar and the bumper both mount on this has like 4 holes from the factory predrilled into it.

Was wondering since i scrapped away all the rust and sanded down what i could get at and sprayed with some rust inhibitor in the future could i just cut out a small section and weld in a new piece?

Also are their 4 bolts that hold the bumper support on the car two in car and two under?

The two under the car are self explanitory the ones in the trunk can i reach them with out removing the trunk pannel?

rust is like cancer, the only way to get rid of it is to cut out and replace the infected piece.

^^^^ right on my friend. but different from cancer because if you live in the south, less chances of getting rust…
