timing belt and cam gears

So my car didn’t pass smog after two tests, so I decided to do a valve adjustment. (Already got new plugs, wires, O2 sensor. OEM CAT only 2 years old). I lined up my cam gears exactly with arrows up and side marks matching, but tdc white mark was a bit to the left of the arrow. So I’m thinking I have to remove my timing belt, then turn my pulley so it’s at tdc, then rotate my cam gears to match. Is this correct? Any way to do this without actually removing the belt? Like maybe pushing down on the tensioner and stretching the belt while moving the cam gears? I’m thinking I’m off a tooth or two. It’s a pain to remove the crankshaft pulley, so just want to avoid that. BTW, I got a b18c swap in it, but I don’t think it makes a difference in the issue at hand.

Just to make sure, your looking at the white mark an arrow at an angle right? Cause the arrow is angle to the left a little bit, unless this is with the cover off, then idk lol
