Alright, swapped the dash harness for a friend because his old one was pretty butchered. Car is 90-91 GS and the harness came from a 92-93 GS-R. Only swapped the upper harness, controls all the dash switches, cluster, glove box light, etc.
Now his turn signals don’t work, nor any of the interior lights including dome lights. I’ve checked all the fuses and grounds. The fuse for the turn signals is not getting power. Nor is there power going to the relay or multi switch. The odd thing is, hit the hazards button and the signals work.

Did you mean when pressing the hazard switch the hazard lights work.

Does that mean that with the ign. switch on there is no power at the signal light fuse itself?
Which fuse is that, [fuse number]?
Is the car USDM or CDM, does it have DRLs?
Is it a 90 or a 91?
Without the above info all I can suggest is check the plugs going to fuse box on both the new and the old harness, make sure wire colors are in the same order, [pin-outs], there was a diff. in dash harnesses between the 90 and 91-93 G2s, including fuse position for signal lights, [either fuse 1 or fuse 23] and fuse for dash/park lights, [either fuse 1 or fuse 15] depending on year, [90 or 91-93] and if car has DRLs or not. 94
