I am about as confused as I can get…
You replaced the ICU so things are working “My chimes and fog lights and the blinker sounds work now.”
Not sure why the fogs would start working when ICU is replaced, ICU has nothing to do with the fog lights.
The same for park lights, [corner lights] other then the front side markers, the ICU has nothing to do with the park lights.
If park lights do not work the front side markers will not turn on.

Park lights are the lights, [exterior] that come on at the first turn of the head light switch, they include the tail lights, and the front side markers, the dash illumination lights, [interior] will also come on.
Turn signals, [blinkers?] art the lights that come on when turn signal lever is switched left or right, they include a left and right set in the tail lights, the front signal lights, [bumper lights?] and the front side markers, that blink on if park lights are off and blink off if park lights are on.
Hazard lights, same lights as signal lights but both sides work at the same time, obviously, the side markers work the same way, blink on if park lights are not on and blink off if park lights are on.
Again, the front side markers work as park lights, signal lights and hazard lights and are controled by the ICU but the ICU must get a signal, [power] from the park light switch, signal light switch or the hazard light switch for the side markers to work.
Power for the hazard lights and the signal lights both go through the hazard light switch.
Do the hazard lights work?
You said you have no park lights, do the dash illumination lights work? 94
