I posted here almost 2 years ago, The paint on my wiper arms still look excellent.
I just un clipped the wiper blades, Set the arms on the ground (news paper covering the ground) and sprayed the paint on them.
2 years going strong.

And would you remember what brand of paint? The brand of paint probably would have a huge effect on how long it lasts.
I remember it was flat black, And was made for indoor-outdoor use… Like patio’s, furniture etc… Not for cars.
Sounds like Krylon to me.
could be
SEM makes high quality paint related products - i have used trim black at work all the time and it has a nice finish , very close to stock appearance
usually you can just feather out the chips and then scrub the whole thing with a red scotchbrite its usually sufficient for paint
you should just get them powder coated… cost you like 20-40 bucks… well worth the hastle… thats what i did and they have been good for 3 years now…
