edit…it is a 96 prelude bumper with the wings west Urethane lip… at first i thought it was a 01 gsr bumper…cuz the fabricator showed me a pic of this same lip on a 01 gsr and this is the pic i saw…

That’s not a 2001 Integra bumper. That’s a bumper from a 92-96 Prelude molded onto a G2 bumper.
98-01 Integras didn’t have a horizontal line in the bumper, and yours does.
