I dont know if they do this in other states, but often times during moderate traffic you’ll suddenly see a CHP slow traffic down on one side of the freeway by zig zagging across all lanes with lights flashing. This slows everyone down to about 30 mph in all lanes and creates a “break” in traffic.
I’m not really sure if there are any benefits to doing this, other than the fact that it forces everyone to slow down to 30 for a few minutes.

The more i look into it, it seems that it could be done for the safety of construction workers setting up barricades and what not. Though i have seen times where after the break i see no construction anywhere. There was one instance on the 5-N where he stopped in the middle of the freeway to pick up a rather large piece of metal and tossed it to the shoulder. What a nice policeman.
I’ve seen them do this when there is a lot of traffic,its helps cut down on stop and go. It also gives the workers “if any” time to set the cones,and they seem to always do this where there are lots of homes as well,don’t know if its cause of the smog and the risk of carbonmenocside that builds up after time or what.
